Neighbours ivy

At the bottom of my garden I have a single slatted fence which marks the boundary. The neighbours have ivy growing on there side which entwined between all the slats. I have managed to cut the ivy back on my side and poke the strands back through where needed but I want to try and deter it from coming back through as it took up way too much time to cut back.
Any ideas on how I can stop this? I thought maybe using weed membrane fabric then some sort of screening/panelling over the top. But I'm not sure whether it would just rip through the membrane.
