Peter storm mans jacket question

Bought DH new jacket recently - he asked me today why there are these tabs inside each sleeve and the inside neck area - i have no idea!! They dont appear to have any use at all - any ideas ladies?

It's to attach to a fleece worn under the coat. Usually comes as a two in one.

Attaching gloves and scarves so you don’t lose them when out hiking.

As pp has said it’s to attach a fleece to the inside. Normally they’re sold with the fleece as a 3in1 but it looks like they sell them separately too. The fleece will have loops on each sleeve and on the back of the neck.
