DVLA driving licence help

For some reason I can't get through to the DVLA, will keep trying but wondered if anyone had any advice in the meantime. I passed my driving test back in 1994 and got given a paper licence. I moved to London in 1999 and then prompted for to I'd ever driven, i just have never needed to drive in the city. Covid has promoted tentative thoughts of moving and so as part of my prep I've been thinking about driving. My driving licence now has an old address and old name on it, to be honest i'm thrilled i've even managed to find it after all this time. Does anyone know what i need to do next (I want to take some lessons)? Do i need to apply for a new one with all the relevant paperwork or renew this one?

Just fill in a change of address form. You will need to supply a photo as it will be a photo card licence. You will then have to renew it every ten years.

Dvla used my passport photo taken from the passport office directly so I didn’t need to supply another one.

If you change your address you will need to switch to a photocard licence

You cant change your name online so you'll need to do a postal application and include passport photos

I need to change my name and address AND get a first time photo licence. Is there anywhere to download the forms online? I'm a long way from the nearest post office that holds these forms.
