provisional Driving license question

I keep googling but I can’t get a definite answer.

I had a provisional driving license when I was 18. I’m now 31 and obviously it’s expired and I lost it years ago.

I’m now in the position where I can start learning to drive again but I can’t work out if I need to get a brand new license or if I need to renew my expired one, even if I have lost it.
