Track and trace scam?

We went to an arcade at Blackpool today. They had a number outside you had to text. When you got a reply, they took your temp and then you could go in. Hand sanitiser stations at the doors too. We were really impressed. Until we tried to text and it didn't work.
DH and I are on sim only contracts that prohibit us from texting any number charging over £2 for a text. Which means there must have been more than a £2 charge to use the track and trace they were not making people aware of at all. when I asked the guy on the door if that was the case, he said he didn't know. Surely if this is the case then they are essentially scamming people by not informing them of the charge?

Unfortunatley, the place next door to it wasn't checking numbers at all as people just walked in any entrance, no masks worn by ANYONE, no track and trace and no sanitisers, so we only stayed for 5 mins, much to the kids dismay.

Cheeky bastards. Charging people to send them their own number.

If they made it clear they were charging, it wouldn't be too bad. The fact that the only reason we know there is a charge is because neither of us could text the number from our phones is very suspicious.
