New Dell computer in Dutch?

DH just bought a new Dell computer and is setting it up but everything is in Dutch?

Anyone any ideas? DH is a software developer and is generally is pretty handy with computers but is tired and annoyed right now. Google isn’t really helping.

Was windows pre-installed and he's just turning it on and sorting all your personal preferences?

Isnt it just a matter of going into the control panel and choosing your language? You'll need to follow the process and translate the options into Dutch to make sure you get the right one but eventually should be able to choose Engiish UK.

It would make me think it isnt new and has maybe been refurbished?
