I think it's a really stupid idea. As others have said, it'll be fit, healthy MC hobby cyclists who will snap up most of the vouchers, anyway.
Why don't more people cycle? Because our roads are too dangerous for bikes and our populace too angry to allow space for bikes on roads. You see that here on MN. People really do hate cyclists.
Fix that, first!
Well done to those who got vouchers, I'd've jumped if if I needed to, so I'm not blaming anyone for taking full advantage of this scheme.
