How can I fix this?

Above the grout it's shiny and smooth and can't be painted over. It's like a clear film of something. The builder who fitted it obv didn't do a good job!

Is it a smear of silicone left after fitting that top edging?
If so there are primers you can buy that enable you to paint but you would have to google as I don’t know names. There will also be YouTube videos on painting over silicone, there are YouTube videos for everything! Good luck.
