What age...?

How old would you say kids should be to play out a bit further from home by themselves?
My DC are 9 (going into Y5 and turning 10 in September) and 7 (going into Y3 in September). I only ever let them out in our cul de sac. Today, I've said they can go to the end of the actual street but they've said they're bored and they don't just want to ride up and down the street.
There is a little park with a field about half a mile down the road (not as the crow flies. It's a half mile walk) and they would need to cross one road (not a busy main road but not a local street either). DD(9) has a phone.
Is it too young to go alone? We haven't long moved here so they don't have any friends to go with or to play with in the street.

I think they are still a bit too young, especially given that the eldest is only 9 and should not be responsible for looking after a 7 year old. I would also be concerned about the roads and crossing the street.
