Opening a stuck window, any advice ?

Have two sash windows that need painting. One only opened at the top, but we have managed to open the bottom section. The other is stuck fast. DH has put a blade in all around, as it seems likely that it has been painted shut, but no joy, so probably it is painted on the outside. It is on the first floor and above a conservatory, there is no way of getting to the outside.
Any tips ?

DH is trying to gently prise off a piece of beading at the top.

I had the same problem but no tips I'm afraid! It just shifted after a huge amount of effort and multiple tries!

Same here ! It has finally shifted. Still very stiff and a struggle to move but it does open. Annoyingly the bottom frame moved first, making the top frame easier to move, but DH had already removed the beading from the top to insert something to try and jemmy it.
