Flat on market for £190
Realistically worth £170 maybe £175
Given covid and Brexit situation, what do you think I should offer at and what should be my final limit?

Yep, start low - they can only say no and you can increase if you want to.

Offer what the house is worth to you and don't increase your offer beyond what you can comfortably afford. If the vendor declines your offer, don't increase it on impulse by letting emotions take over, set your limit in your own mind in advance of negotiations and be prepared to walk away if it goes beyond that
