Thanks for the guesses ladies. I don’t know what it is but the man holding it has been harassing dp and I for weeks, I have another thread about it and the police have been called the first time.
My concern is it’s something he’s using to view or record us

It feels like has holding whatever it is to be intimidating, just had to come back inside from the garden again because he’s back staring and shouting things ☹️

Also, is he holding it up to you or is he stood staring with a relaxed arm leaning on the bars? Sorry its really hard to tell.
You poor thing. Must be awful not to feel comfortable in your own garden. Phone council and say your neighbour is having a visitor that is intimidating you and making you feel uncomfortable. Explain that you have called 101 already but as it has not stopped you wish to inform them as you will be perusing the 101 complaints.

The photo is zoomed because he’s on the other side of the street

He was holding it up when at his window but when he came outside he was just leaning on the bars holding it and staring

No, I called the police the first time because he shouted abuse at us for over half an hour and threatened to shove a bottle up me.

What is he saying when he's shouting abuse? Is it some dispute you have or does he have substance abuse/ mental health issues?
I ask because we have a very problematic neighbour with quite severe mental health issues, we know because when she's on one of her (many, many!) rants she'll often shout about it. Her abuse isn't always aimed at one of us neighbours, sometimes one or another are singled out but often it's general. She's so distressed so we report to police when she kicks off now, she often threatens to harm herself/ others and it's only through her episodes being documented she gets help, she doesn't appear to have helpful family or anything.
We used to have a neighbour with drug and alcohol issues and he was scarier when he went off, he'd be angry at someone or another and would often bang on doors etc. Pure, rage filled episodes when he was off his tits for no reason. Now I'd call the police every time but no-one knew what to do then.
I have every sympathy, it's horrible to be targeted.
