Hypoplastic teeth - any dentists on here?

I have a teenager who was noted to have hypoplastic teeth when the big teeth came in. They are yellow and discoloured and and have white patches on the front teeth which look like plaque but aren’t. My younger child now appears to have the same condition.

Obviously I am worried About preventing decay and feeling massively guilty about whether something I did cussed this. But from their point of view in an age where everyone is meant to have a perfect white smile can anything be done I without spending thousands (which we don’t have).? Our dentist does not seem interested in the cosmetic side at all but I am worried about impact on self esteem as they already will not smile showing their teeth.
Anyone with any experience ?
