Guide price - what to bid?

What would you offer on a house with a guide price £589,950?

It's not been on the market long, is in a lovely road and very close to a 1 form entry oversubscribed school.

If it's a guide price, is it acceptable to offer under that price? We can afford the £589,950 but can't go above that. So not sure if it's better to offer under and then go up to it if they say no or just offer the guide price straight away.

Also not sure if it's a good time to buy! I realise house prices will probably drop further but I can't see them dropping long term. So any drops should come back up after a few years.

£582,500 as a starting offer - then they’ll say no and you can increase to £585,000.
