Has working from home advise changed?

Please tell me what I am missing...

DH works in an office with around 70 staff members. It is all office based and everyone is currently working from home at full speed, no drop in activity reported and everyone can do their jobs from home (all computer based tech stuff)

They’ve had an email today stating the plan to return to full office working on 1st June and to email them to discuss options ONLY if you are a lone parent to a child who will not be back in school or open childcare at that point.

What am I missing? Surely the advise is still that if you can work from home that you should? Are they allowed to do this? I haven’t seen anywhere that offices should open on 1st June? Does anyone know?
This seems stupid, surely an easy thing we can do to reduce spread is to insist those who can easily work from home continue to do so for as long as it takes?!

This is an extract from the government official document yesterday:
"For the foreseeable future, workers should continue to work from home rather than their normal physical workplace, wherever possible."
I am infuriated by employers ignoring this.
