Doctor or physio?

I’ve had a problem with my knee now for a couple of months and it’s not going away.
There’s a pain to the outside of my knee and sort of behind and it extends to the top and front of my ankle.
I noticed it feeling quite stiff after id been out walking for a few weeks and then all of a sudden I was just in pain. The pain comes and goes, it might feel good for a day and then overnight I’m woken up in agony. I’m able to get about but sometimes going up or down the stairs is hell.
But I’m managing fine, have alternated ice packs and heat, taken anti inflammatories, have used massage and even my old TENS machine. When it’s sore, nothing gives me relief. It sounds a bit clicks and feels a bit lumpier than the other knee but not visibly swollen.
Now with everything that’s going on at the moment I’m not going anywhere to seek help any time soon but when we are allowed out, would you think this might be more of an issue for a gp or a physio? I’m thinking a physio but I’m not sure, don’t want to waste anyone’s time but I am keen to get it looked at swiftly (and I know there will be a long waiting list for either so I’d rather get in the appropriate one from the beginning).
