This is very much a longshot, but here goes. In about 98/99 I saw a programme, probably on BBC2, which was straplined 'A Personal View by [Name]' and featured a late middle-aged man giving some rather bizarre views, the main one I remember being banning mixed marriages within Britain, e.g. English/Welsh and so on.
For some reason I was reminded me of it the other day and I did wonder whether it was some of kind of comedy spoof, but it was very subtle if so, and there was no audience laughter or anything.
It seemed to be a one-off programme, but may have been part of a longer series with different people. I've typed a few relevant searches into BBC Genome and not come up with anything.
