Why can private schools manage it?

I am aware there has been a lot of teacher bashing going on so I will ask for no teacher bashing or generalisations of a whole profession. But I wanted to ask with regards to teaching via zoom or similar specifically about the safeguarding element , I am aware not every child has access to the internet etc, why private schools manage to teach via zoom with no issues why there is such a safeguarding risk doing it with state schools? Genuine question.

Dd1’s state secondary is mixing setting work (full timetable each day) with teachers available to respond to questions with google meets lessons. Being able to see her teachers and classmates is really beneficial for dd. It can be done on laptop, pc, tablet or phone (which realistically most dc or families have). It’s working well. Primary for dd2 is minimal and honestly disappointing. Dd1’s head off year called every family in the year to check how we are (200 pupils), nothing from primary. I was worried when dd started secondary in September as all are mediocre here but I’ve been genuinely impressed.

Dd1’s class size is 25 and every pupil logged in. Very mixed level of affluence and school has 1000 pupils altogether (for context).

It took a while for children to get up to speed but I am now teaching fill classes online and all going well and they are submitting work electronically which I am marking and all seems quite normal in terms of participation. Would still rather be back in the classroom but this is working well. Yes - independent school.
