Change from DLA to PIP at 5

My son has a liver transplant and is on higher rate DLA for the care element.
We received a letter today to say he is being transferred into PIP but I thought that was for over 16s?
Is this right?

An error maybe? It is DLA until 16.

As @perniciousdot says it is definitely 16 for pip as we have just done the swap (well 6 months ago). I would give them a ring it must be an error.
