7 year old education

Hi, hope you're all well. I know all kids learn at different stages and times from each other but something is bothering me with 7 year old. She will be going into primary 3 in August but is still learning primary 1 things. We did some home schooling and she told me she would write down words are was taught in school. Great, was so pleased for her to do this...however she was so struggling was heartbreaking. I wrote the word ' to ' and asked her to sound it out. She kept looking at me for the answer. So we learned it together..repeated the sounds and the word. Turned over page and back again to word 'to and it was as if I showed her a brand new word. This continued for majority of common words. After repeating over and over she was getting it but next day it was all gone again as if her memory was wiped. School have not mentioned anything . she is in primary 2 but is actually learning in a classroom with primary 1s. Should I be worried....
