My partner is due to be released from prison just don’t know how he’s going to get home if there are no buses

Public transport is still running, albeit on reduced timetables. Some less well connected prisons will also be organising transport.

I’d be more concerned about making sure he’s committed to self-isolating (and anyone in the household with him) because he may have picked up Corona in prison but not be showing symptoms yet.

Someone picks him up. He gets a taxi. He walks. He will get some money out of the gate so can afford most options.

Buses are still running. They're on a Sunday service here but hell be able to get one

Bus/train/taxi/lift? Public transport still running at present. Where there's a will. He won't be coming out empty handed, he'll leave with a bit of cash.
