Carer stealing toilet roll

Who does this?
Family member has Alzheimer's and we have a company that come and check on him. Just recently set up a camera for an extra check( in case he wanders)
Carer left with toilet roll under her arm

@Ariela home carers are advised to dry their hands on paper towels or kitchen roll while in peoples homes and hands should be washed on arrival and before leaving.
They're not meant to use the clients towels as you don't know what germs are on there, how long they've been there and what the customer has used them for.
I used to visit a lady who had her downstairs loo attached to her kitchen and she would use her kitchen towel to wipe her bottom on and would then hang it back up again!

I meant kitchen roll which was why I was saying wouldn't the carer have brought it with her
