Advice about missing driving instructor

This is on my sisters behalf.
She had a few lessons with a driving instructor. She paid for 8 more lessons but he is now ignoring her calls and texts about her next appointment. He’s cancelled a lot of lessons at short notice in the past but now he seems unreachable. What can she do, if anything, about the money?
