Since age 2 my Dd and now my ds have both had definite clothes ideas. I've had to take many a thing back as they've point blank refused to wear said item. I have found it's best to show them things on my phone and get an in principle yes first. I'm not joking 😂 You might need to adjust your idea of formal.

Is it just the shirt or is it anything with buttons (my DS was scared of buttons at that age Hmm )

Will he wear a polo shirt? Fresh on they look smart on little ones

When DS was 18m we bought a Monsoon set of linen waistcoat, trousers and a shirt with a sort of half collar. Smart, but not as stuffy and formal as a stiff collar shirt and suit. It turns out he has strong sensory issues with clothes, so it must have been pretty comfortable for him to tolerate it.

Yes, that also worked sometimes offer a limited choice of 2 or 3 and let him choose. Then you can fall back on the "you chose it, now you wear it..."

Or is it the collar? Try him in a soft t- shirt (polo, rugby?) with a couple of buttons and collar to get him used to it?

Iron on patch of his favourite character somewhere that won't show in photos.

Any formal occasions since then, the DCs have worn trousers such as cords/ chinos (or smarter shorts for my sensitive child) and patterned shirts or polo shirts.

A polo shirt would be fine for a 3 year old.

Next did a lovely polo shirt with a v soft matching bow tie my older toddler found tolerable. Shirts were a no go!

A Grandad shirt might work ? They look smart but not tight on the neck if you leave tip button open.

I don't think 'formal wear' will apply for 3 year olds, just make sure hes not dressed in a football strip!

I would go for a brand new polo shirt and soft cotton trousers, as long as he looks neutral he won't stand out in the photos.

I know kids in suits looks cute, but it is slightly ridiculous and I'm with your son on not wanting to wear one!
