Tech expert needed- WhatsApp related

Is anyone good at techy stuff and can advise me?
Brief story is:

My dad died last year. He was not from this country so things have been a little higgledy as he didn’t leave a will. We know he owned some property in his home country but we can’t find any paperwork.
He did lots of his dealings with overseas people via WhatsApp and believe there may be chats on there that may help or he may have sent documents Etc via WhatsApp.

Unfortunately my brother took over the use of dads phone and deleted WhatsApp so that he could have his own WhatsApp account on it.

We can’t redownload dads WhatsApp to the phone as the phone company account had been shut down and the number is not his anymore.

Is there any way we find his old WhatsApp chats?

It may be in a Google back up or I cloud back up but without the number/app working I'm not sure how you would find that in a readable form.
The documents would have to be saved to the phone to send via WhatsApp so maybe in the files section of the phone unless your brother deleted those.

Unfortunately OP, WhatsApp only leaves deleted accounts in a deactivation state for 30 days, after which the account gets completely deleted.
