would it be better to have a credit card that has a constant low 6.6% apr but a yearly fee of £24, or a 0% purchases card that i would need to change every 12 months or so?

What do you need it for? If you are building up the balance and you cannot renew at the end of 12 months then you would be stuck. But if you will pay off in full then you don't want a fee.

I have just take out a 0% 2 year one as I have some large outlays but have the money put aside to pay it off - just chosen to put some expenses on that so I still have a financial cushion for emergencies.

i have good credit, its more for general purchases and emergency use for if something major goes on the car and needs to be paid over a few months rather than straight from cashflow.
