Does anyone use Tesco paper sandwich bags & could tell me if they have handles?

If you mean the ones in the orange box then no, no handles, just paper bags with a bit of a gusset to expand.

Would you be able to stand a decorated cup cake in the bottom & fold over the top, do you think?

They don't have a flat bottom, the gusset goes up in a v shape if that makes sense but as long as the cupcake was heavy enough to weigh the bottom flat you probably could.
