Penetrating damp

Advise please
I'm a council tenant, and worried about the condition of my property (health and safety of my kids). The situation is far from straightforward, but will try the outline as simply as I can. Any advise, or views on this would be greatly appreciated.I tend to over think a situation, but I'm pretty sure I'm not wrong here..
Reported leak from above bedroom Nov 2016, (not long after I moved in, and first big rainfall I guess). Still not been fixed, although they now admit a leak and say they'll repair.
Over time, the walls and ceilings to the rest of my property are damp/mould/peeling paint/cracked plaster. The leak is still only visible from bedroom, water runs down external wall.
I've noticed cracks appear also.
Council say the rest of property will dry out after they repair leak in bedroom. This doesn't sound right, but any advise would be welcome. Thank you
