I think that is the one that doesn't lead to a human - it IS a state secret as they don't want to talk to anyone. Try the twitter feed, they may possibly answer and someone on there will have the secret number.

I had to call them before Christmas I pressed 1 and got through to someone straight away. I had to call them three times in the one day and got through each time.
