Anyone else not able to make announcements from the Alexa app?

I'm trying to work out if it's because I'm using a different phone & it's not available on it (S10 plus) or if it's an Alexa thing.

I've tried from dd2's phone but it won't even let me use the 'communicate' tab on there

I think it's a phone thing; I can do it from dd2's phone
