Can you help me remember this CBeebies tv programme?

I've been driving myself mad for four months over it.

It was a cartoon about this man (who was black) and his pet (who I believe was a cat) and they travelled in this row boat everywhere. Lots of colours, very pretty but underrated and was really good. Can anyone remember??
