I need a statutory declaration witnessed - county and family court?

I need a statutory declaration witnessed and am clueless about where to have this done cheaply. There is a county and family court nearby and I'm under the impression they can do it but they don't answer the phone.
I let a flat and the tenant left without notice, reasoning that I could keep the deposit, but obvs I can't just keep it, I have to apply to the DPS, thus the statutory declaration.

Solicitors. Any firm will do it for you. The standard fee is £5 plus £2 each for any attached documents.

If the court is nearby go in person and enquire whether they can witness your declaration.

If not, as Minnie has said, any solicitors should be able to do the necessary but a firm that's also a Commissioner for Oaths will have a member of staff who should be available at short notice

I had to get one done to get my deposit back when I moved out of my rented flat as the landlord didn't respond to the request for the deposit in the DPS.

I emailed a local solicitor firm, arranged a time, was done in 5 minutes and handed over £5 in cash to the solicitor for their trouble.

Deposit returned- all happy

This brings me back. When I worked for a high street law firm there was a lettings agent who regularly did swears with me. It's a nice little earner as we got to keep the fee.
