I am a technological dunce. Can someone please help re. buying Minecraft for my daughter for Christmas?

11yo DD has asked for Minecraft for Christmas. I see that I can pay and download it from the site. Can I download it to more than one device? It will be going on the family laptop which runs on Windows 10. If I order it from a different device will I still be able to download it to her (child's) user on that laptop?

Also are there any internet safety issues that I need to consider?

You set up an account and buy a copy for that account. You can download it on any computer but must sign in to the account that owns it to play.

It can be played offline, or through LAN (I.e. through your home network only - with people in the house).

You can join servers etc with other people but I don't know so cant comment on that. I've only ever played through their Realms which people have invited me to, so private online games with only people I know in real life. Only one player needs to buy Realms I believe to invite friends, but make sure that person is trustworthy not to delete the worlds if it a friend that buys it, as I can foresee upset there.
