Well it depends entirely on whether the cleaning company you use is VAT registered or not. Last time I used a company through the lettings agent and yes, they charged VAT.

What I meant was as a landlord can you claim the VAT back as an expense?

No you can't. But it can be used as an expense to off set tax.
