Sisters partner

They have been together about a year and a half. They are expecting. I have a niece, sisters partner is not her dad. My sister had social services involved with my niece as her ex partner was abusive. This new partner has history of drug addiction and mental health issues. Hasn't had a job since before they met my sister. Now we're told they are in a rehab clinic in England and could be there for between 3-18 months (Prescription drugs). This doesn't seem likely to me especially if they have a baby on the way. What other reason could he be away for that time?

Prison. Rehab is really expensive. No one would go for that long.

If it was rehab fair enough but if he was away longer than three months he would miss their birth and I couldn't see either of them agreeing to that, maybe after the baby was born or going somewhere where we live (NI) rather than over to England. Prison seems likely to me to but can't think what for if it was a minimum 18 months say.

Apparently it's a Christian rehab facility in Hartlepool? Called changing lives or something and they aren't there now for drugs it's for counselling and long term unemployment. Has anyone heard of it before?
