As much as genetics will always play a part, for example you can't make your legs longer, and you can't target specific areas for fat loss, exercise can change your general shape.
So unless you do have something like lipodema, then you can try different things if you're unhappy, for example weight lifting makes muscles leaner and longer on women, so you can do upper body for your arms, do cardio for your lower body, running, elliptical, cycling etc, as well as things like weighted squats etc.
It sounds like you're a fairly typical pear shape, so carry most of your weight on your lower half. Exercise can target specific areas and make a difference to our bodies,
For example I have a tendency towards an Apple. I carry my weight on my tummy. But with the right diet, and exercise I can keep it under control.
Depending on how you feel, you can try some different exercise programs to see how it goes.
