Parental responsibilty???

Sorry for the long post but after some advice?
My 16yr old step son moved in with us full time approx 6 months ago.
Prior to this, he stayed 3/4 nights per week with us, however as his mum was classified as main carer, we were led to believe we still had to pay her maintanence, and therefore set up a private payment to her (which was paid without fail for 13 years).
Stepson is now 16 and has recently started college, however I think its under the 12hrs that would qualify him to claim child maintanence.
My dh & I have 2 other children, however we do not claim child benefit due to hubbys recent promotion.

My question is, should my step sons mother be making any contributions to his upkeep now that he is 16? Does she still have parental responsibility for him under the eyes of the law? Or is it a case that now he is 16 and living with us, that she has no responsibilty towards him anymore?
