What is on my cookies?!

I've just sunk half a pack of cookies to actually look at them and notice little white spots all over them. They aren't solid and you can rub them between your fingers and they're gone. Tasted and not sugar. Is this some weird type of mould? I'm scared and hoping to be told I'm being thick Blush

What sort of cookies? Anything on the ingredients list they could be? Do they dissolve or are they crunchy?

They're co-op free from cookies, they looked unusual but I've never had gluten free cookies before. Half way through the pack I looked at the picture on the back which definitely didn't have white ball things all over it and then panic set in
