Can you help me work out which Harry Potter character this is?

Oliver Letwin looks like a character from Harry Potter, but who? I’m not being rude about his appearance, he genuinely looks like an actor/character from the films, but I can’t place him! Anyone??

He’s definitely close to Pettigrew. I still feel it’s someone else though, probably quite a minor character.
