I heard this today, the beginning sounds like Miss Chatelaine by KD Lang, but the vocals sound like another song from the '80's(?). I'm sure it was a female singer too.

The vocal line is a bit like Marlene on the Wall by Suzanne Vega, but actually in a strange kind of way it also reminds me of Paul Simon's Graceland. I don't suppose that's very helpful!
