What is this object? PICTURES

I've just bought this embroidered object in a charity shop. NO idea whatsoever what it is.
But it's hand embroidered, so someone's obviously put a lot of effort in.

It's about 8inches in the outer, and is obviously intended to be laid flat on something with the top bits buttoned to the centre, as the embroidery is laid that way.

Any guesses?

Is it to put dainty cakes on and cover them up to keep flies off?
