Grammar question

Does the following sentence need two question marks?

How does one answer the question 'How much should the Government spend on welfare?' for example?

I think it needs both ? But DS thinks there shouldn't be one after welfare.

No thata a really clumsy sentence. The question mark suggests the end of the sentence, then you start again. For example is a phrase part of a sentence, not another one.
I would prefer
"For example, how much should the government spend on welfare?"
The sentence implies that you have been discussing government spending, or welfare. As a continuation you want to give an example, so that should be first to introduce what you are doing, not tack it on the end.

What exactly are you saying? If you're asking how much the government should spend on welfare, and mentioning that this is an example of possible government spending, you don't need the quotation marks or the first question mark.

If you're quoting someone and the quote itself is the example, you need the quotes and the first question mark, but not a question mark after example.

Thank you, we've changed the sentence to avoid the problem. Which was my initial suggestion but as DS(17) knows everything, it was a rubbish idea!
