Random international rugby question

Do all international players speak English? I just walked by the TV with the rugby on and there was a referee giving instructions in English to the French and Argentine teams. I suppose there is a limited vocabulary needed so perhaps it wouldn't be all that hard.

Mostly at least the captain and a couple of others speak English and interprets back to the rest of the team. These days players join teams all over the world, including the English speaking ones. All the World Cup refs speak English.
