Argh job application form help

I’m applying for a job with the police as a police staff role not as an officer. The application form is the same for all jobs.

One of the points in the competency section is serving the public with the following:

Demonstrates a real belief in public service, focusing on what matters to the public and will best serve their interests.

Understands the expectations, changing needs and concerns of different communities, and strives to address them.

Builds public confidence by talking with people in local communities to explore their viewpoints and break down barriers between them and the police.

Understands the impact and benefits of policing for different communities, and identifies the best way to deliver services to them.

Works in partnership with other agencies to deliver the best possible overall service to the public.

I have to demonstrate how I fulfil this using STAR method.

I won’t have any contact with the public in this job and I’ve not worked in public service type roles before.

I’m really stumped at what I can put. I’ve filled out the rest of it no problem.

Does anyone have any pointers?

Are you able to say what the role is? the wording isn't like police applications I've seen, it seems quite specific.
Do you have any extracurricular activities you could use?
