Anyone now anything about external walls and paint?

Our house is half rendered. (bottom half)
It is painted and the paint is looking tatty including bubbling near the bottom of the wall.
I need to re-paint, so I have been scrapping it to get the rough bits and bubble off. basically the paint has blown in the bubble patches, so the paint has come off in huge flakes, exposing the bare render underenath.

I suspect it has come off for one (or both) of two reasons

  1. this wall used to be damp, not any more, it is dry now (we had internal building work done)
  2. in all the other places in the house where th eprevious owners had to paint on to bare plaster, they didn't prep/prime the wall, but went straight on with full normal paint, and then the paint lifts off. I think they have done the same here.

So, my question is, what do I do with the bare patches? Do I just treat them as new render and use a thinned down paint first for a couple oc coats and then apint over, or do I need to do somethign else?
Can I use pollyfiller on these patches? (one or two cracks etc)

Any advice very welcome.
