Bloody hell OP, I think your additional post makes the situation ten times worse. To offer an opinion on your sister's ability to parent based on her confidential medical information is outrageous.

Suggesting that she was drunk when revealing this opinion doesn't remotely minimise the seriousness of the situation. In fact, it clearly demonstrates that she shouldn't be in that job at all. Who else has she potentially 'outed' in the community?

I sincerely hope that you raise this at the surgery today and that they take your allegations very seriously.
I'd be livid in your situation.
