Does this count as rape?

This didn't happen to me, but someone I am close to. She is unsure whether what happened to her can be deemed as rape, and I am also not 100% sure if it's classed as rape or sexual assault. She didn't report it to the police.

She was 16 and drinking with friends on holiday (where drinking laws aren't really enforced) and met a man in a night club. Over the night she got really drunk but kept drinking anyway. The man she met lured her down to the beach, she said she had trouble walking at this point. Anyway, he took her underwear off and was kissing her etc, even though she was telling him no, she didn't want to do this. She told him she was a virgin and didn't want it, and he started trying to persuade her how romantic it would be to lose virginity on the beach, under the stars etc. She said he then climbed on top of her despite her protests and tried to penetrate her, she said she could feel pain and 'stretching', causing her to scream out 'you're raping me!' He then stopped what he was doing, and said she had ruined the moment by calling it rape. He then ran off left her alone on the beach.

She's not sure if this can be classed as rape as his penis didn't go inside her properly. I've tried to google it but can't find an answer.

Probably as it sounds as he pentrated her. At the very least it would be sexual asault.
How long ago was this?
