EBay nightmare - looking for advice

I bought a shed from eBay in June, the seller in touch regularly and we agreed a delivery date which fell after the payment protection cut off as he’d said it had been a bit delayed. Day came and went, no delivery, complete radio silence. Not answering phone or texts or emails.
How do I seek refund outside of eBay? Trading standards or something? It was just over 600 quid and I’m gutted. I don’t think it’s a scam as have been trading for ten years. I know this is partly my fault for letting it take so long, but he was so communicative.
Any help much appreciated. Starting work now will check back later.

How did you pay? Credit card via PayPal? Speak to your card provider.

Ring eBay.

I had a seller who got progressively more threatening in his emails to me (all under eBay message system) and that ended with him saying if I complained about him that he "knew where I lived" and calling me some very choice swearwords!

eBay were great and very supportive (as were the police...)
