Sorry to interrupt BUT are new games allowed to be started on a weekend???

After the infamous kerfuffle of the May Bank Holiday weekend I thought new games could only be started if the committee convened an emergency meeting and voted it through with a minimum of 8/1 (unless of course the "Qualifying Weekend" rule has been implemented in which case my post would be obsolete).

It is another bank holiday weekend and so I revive this game.
