I live in a block of 4 flat and we're having issues with our neighbours letting their dog use the front garden as a toilet. It's disgusting and smelly and attracts flies. They also have a motorbike that they drive through a vestibule which our bedroom is above and do this at all times of the night rather than parking the motorbike on the street like everyone else. They also dont keep the front of their flat clean with dog hair and all sorts gathering at the door. They dont ever answer their door if we knock. I've managed to track down their landlords name and his address. It's a private let. Would I be allowed to contact them?
